Carbon Market, Investment, and Portfolio Tools: ICAT’s Transformational Change Toolkit

In this Transformational Change Learning Partnership (TCLP) Working Session on November 21, 2024, we focused on a tookit developed by the Initiative for Climate Action Transparency (ICAT). The session was called “Carbon Market, Investment, and Portfolio Tools: ICAT’s Transformational Change Toolkit.”

The ICAT team introduced the toolkit as a set of easy-to-use tools that support the assessment of potential transformational impacts of a wide range of climate policies, actions, and projects, covering both mitigation and adaptation.

The working session was led by ICAT's Dr. Hannah Swee and Oleg Bulanyi.

This virtual working session forms part of a series of informal 60-minute workshops to collaborate on evidence, knowledge, and analysis that can drive transformational change in climate action and grow the TCLP’s community of practice. Follow the series here.

Hannah is a climate change expert at ICAT, where she is responsible for managing the ICAT toolbox and capacity building activities. Prior to joining ICAT she worked for UNOPS coordinating its global capacity building and training programmes, and was a university lecturer in climate change and development studies. Hannah has also worked in the management and coordination of programmes related to climate change and disaster risk reduction in various locations in the Asia-Pacific region, working for both private sector companies and NGOs.

Oleg is a Senior Programme Officer at ICAT and coordinates the development and implementation of ICAT’s strategies and regional and country projects. He has a strong background in climate finance, MRV, and carbon markets. Prior to ICAT, he managed climate finance accounting and reporting at the European Bank for Reconstruction and Development (EBRD). Previously Oleg developed the carbon markets regulatory framework at the UNFCCC Secretariat and provided climate change consultancy services in Ukraine.

1. Do you think this toolkit is an effective approach for assessing the potential for transformational change?
2. Which features of the toolkit do you find most relevant for identifying signals of transformational change?
3. Are there any aspects of the toolkit you would modify to better align with current approaches or requirements for transformational change?
4. Would you consider using any of these tools in your current work? If so, what changes, if any, would be needed to make them more applicable?
