TCLP Working Session #15: Aligning Programmatic Approaches and Support for Country Platforms

The Transformational Change Learning Partnership (TCLP) Working Session on July 17, 2025, will focus on an initial scoping study of how programmatic approaches could align with and support country platforms.

The CIF’s programmatic approach goes beyond the project-level and focuses on systems change that strengthens country ownership, enhances coordination of diverse partners, and maximizes impact for transformational change. CIF is, however, not alone in using a programmatic approach, with several other multilateral climate funds (MCFs) and multilateral development banks (MDBs) developing similar approaches to guide their work and country investments.  

Meanwhile, the Group of 20 (G20) and a wide range of partners in the international community have been advancing the concept of country platforms for climate and development finance with diverse countries including Brazil, Egypt, Indonesia, North Macedonia, and South Africa, having launched their platforms.

In this working sessions, Ross Strategic, the facilitation team to the TCLP, will present a scoping study in development to explore the key structural tensions and challenges that programmatic approaches experience, particularly in relation to supporting country platforms. Ross Strategic President, Tim Larson, will lead the discussion about early findings of the scoping study, and the transformational potential of aligning the programmatic approaches with country ownership.

This virtual working session forms part of a series of informal 60-minute workshops to collaborate on evidence, knowledge, and analysis that can drive transformational change in climate action and grow the TCLP’s community of practice. Follow the series here.

Tim Larson is President of Ross Strategic, a consultancy supporting strategy, evaluation and learning, and collaborative processes focused on environment, public health, and sustainable development. Tim focuses on scaling international climate finance for energy transitions and climate resilience and adaptation, working with government, multilateral institutions, philanthropies, and other non-state actors. Since 2017, Tim has supported the Climate Investment Funds Evaluation & Learning Initiative and Transformational Change Learning Partnership (TCLP). Tim has also led and supported numerous evaluations of climate change initiatives for government, multilateral climate funds, and foundations. Tim serves on the Community Advisory Board for the Emergent Learning Community of Practice.

Nacibe Chemor is an internationalist collaborating for over 15 years in climate action, with experience in negotiation, innovative financial mechanisms, project design, policymaking, local empowerment, facilitation and monitoring and evaluation. She currently co-leads the Facilitation Team of the CIF's Transformational Change Learning Partnership, working on knowledge dissemination for climate action. With her background at Mexico's National Forestry Commission (CONAFOR), she helped develop community forest enterprises and innovative financing mechanisms. Nacibe's involvement with the Climate Investment Funds demonstrates her expertise in climate finance and transformational change. She holds a master's in development studies from the Institute of Development Studies at the University of Sussex and a bachelor's in international Economic Relations from the Autonomous University of the State of Mexico.
