TCLP Working Session 11: Country Platforms: Exploring Opportunities for Evaluation & Learning

The Transformational Change Learning Partnership (TCLP) Working Session on March 20, 2025, focused on “Country Platforms: Exploring Opportunities for Evaluation and Learning.”

Over the past five years, “Country Climate and Development Investment Platforms”, or “country platforms” have been elevated as a key collaborative mechanism that is central to coordinating national planning efforts. It can also be instrumental in attracting, managing, and tracking diverse investments sources, whether derived from public, multilateral, or private sector sources.  While it is widely recognized that there is no “one size fits all” approach to configuring country platforms, progress has been made in identifying the principles and attributes for creating effective country platforms.  The role that monitoring, evaluation, and learning (MEL) systems can play in supporting country platforms is still emerging. This is why the March TCLP Working Session explored how evaluation and learning systems can support country platforms, the roles that CIF and other multilateral climate funds (MCFs) can play in this context, and how generating and utilizing robust evidence can enhance these platforms.

Tim Larson, President of Ross Strategic, led the discussion and drew on perspectives from those who have been involved with the development of country platforms.

This virtual working session forms part of a series of informal 60-minute workshops to collaborate on evidence, knowledge, and analysis that can drive transformational change in climate action and grow the TCLP’s community of practice. Follow the series here.

Tim Larson is President of Ross Strategic, a consultancy supporting strategy, evaluation and learning, and collaborative processes focused on environment, public health, and sustainable development. Tim focuses on scaling international climate finance for energy transitions and climate resilience and adaptation, working with government, multilateral institutions, philanthropies, and other non-state actors. Since 2017, Tim has supported the Climate Investment Funds Evaluation & Learning Initiative and Transformational Change Learning Partnership (TCLP). Tim has also led and supported numerous evaluations of climate change initiatives for government, multilateral climate funds, and foundations. Tim serves on the Community Advisory Board for the Emergent Learning Community of Practice.

1. What have we learned from the development of national evaluation systems in low and middle-income countries (LMICs)?
2. How have they connected with and been supported by international and multilateral partners to date?
3. How do these connections and supports inform how international and multilateral partners can usefully work together on developing effective monitoring, evaluation, and learning systems to support country platforms moving forward?
4. Recognizing the diversity of country platforms, what common monitoring, evaluation and learning needs, principles, considerations, and functions may be needed to support country platforms?
