TCLP Working Session #13: Mainstreaming Scaling in Climate Adaptation: Insights and Lessons from the Adaptation Fund

The Transformational Change Learning Partnership (TCLP) Working Session on May 21, 2025, will focus on “Mainstreaming Scaling in Climate Adaptation: Insights and Lessons from the Adaptation Fund”

The Adaptation Fund (AF) is a multilateral, vertical climate fund established to protect vulnerable communities from the devastating impacts of climate change. Since 2010, the AF has committed approximately USD 1.25 billion to climate change adaptation and resilience projects and programs, including 183 concrete, localized projects in the most vulnerable communities of developing countries. The Fund’s goal is to ensure that its pilot projects are not only impactful but also designed to be scalable. In other words, the AF aims to ensure that successful projects can be expanded and replicated.

The Adaptation Fund is currently developing a case study on mainstreaming scaling. The objective of this case study is to understand how the Adaptation Fund has integrated scaling into its mission, vision, and operations; to share lessons learned with other funders, particularly vertical funds and those working in the climate space, on how to integrate scaling into their activities; and to identify gaps or areas within the Adaptation Fund that could be improved to make further progress on scaling, along with recommendations to address them.

Neha Sharma, Results Based Management (RBM), Knowledge and Learning Lead, and Martina Dorigo, Climate Change Specialist, both at the Adaptation Fund, will lead the discussion and will share early findings from consultations and analyses conducted to develop this case study.

This virtual working session forms part of a series of informal 60-minute workshops to collaborate on evidence, knowledge, and analysis that can drive transformational change in climate action and grow the TCLP’s community of practice. Follow the series here.

1. How does your organization define or describe scaling? Is there an organizational-level understanding of this concept? Why or why not?
2. What impacts does this definition have on whether and how scaling is mainstreamed in your organization?
3. What are some barriers to scaling successful climate projects, particularly adaptation projects?
4. What are some examples of successful scaling, and what factors contributed to their success?

Neha Sharma leads Results-Based Management (RBM), Knowledge and Learning at the Adaptation Fund, driving the organization's mission to help vulnerable communities in developing countries adapt to climate change. Neha has over fifteen years of experience in the climate, environment, and development sectors, and is an expert on evaluation methods, results measurement, and knowledge management. Her career includes roles at the Climate Investment Funds, where she led Evaluation and Learning, and the Independent Evaluation Group of the World Bank, where she advanced national and organizational evaluation capacity. She has also contributed to evaluative research and policy engagement in organizations such as the Abdul Latif Jameel Poverty Action Lab (J-PAL) and India Infrastructure Publishing. Neha holds a Master’s degree in Public Administration from the Harvard Kennedy School and a Master’s degree in Economics from Jawaharlal Nehru University. She is deeply committed to using evidence to shape strategy and drive transformative change, addressing some of the most pressing challenges for people and the planet.

Martina Dorigo has over a decade of international experience in climate resilience and sustainable development. She currently serves as a Climate Change Specialist in the Portfolio Management Unit at the Adaptation Fund, where she has been contributing since 2017. In her role, she is responsible for the coordination of the portfolio. Before joining the Fund, she worked with both the United Nations Development Programme (UNDP) and the World Food Programme (WFP) as a Programme Officer, managing projects related to climate resilience, food security, and disaster risk reduction in the Middle East and Latin America. Martina has extensive experience in the design, implementation, and oversight of climate adaptation initiatives, and has contributed to several publications and knowledge products in the areas of climate change and disaster risk reduction. She holds a Masters degree with honors in International Relations from LUISS University in Rome, Italy.
