TCLP Working Session #7: A Design Evaluation Guide for Transformational Climate Action

In the seventh of the series, the Transformational Change Learning Partnership (TCLP) Working Session on August 22, 2024, focused on “ A Design Evaluation Guide for Transformational Climate Action.”

In this feedback session, we collaboratively reviewed the Climate Investment Funds' (CIF)  draft guide on design evaluation for transformational climate action. This guide is unique in its focus on assessing the design of programs, projects, and other interventions contributing to CIF’s overarching mission to accelerate transformational climate-resilient change. It also incorporates a detailed but adaptable rubrics framework aligned with TCLP's five dimensions for transformational change. Our aim is to ensure clarity, comprehensiveness, and practical relevance in guiding design evaluation for transformative climate action across CIF's diverse contexts. The author, Scott Chaplowe, led the session and used three overarching questions to guide the discussion and gather participant input.

This virtual working session forms part of a new series of informal 60-minute workshops to collaborate on evidence, knowledge, and analysis that can drive transformational change in climate action and grow the TCLP’s community of practice. Follow the series here.

Scott G. Chaplowe is a committed professional with over 25 years’ experience working with civic, public, and private organizations seeking sustainable solutions for social and environmental challenges. Trained as a geographer, his work stresses complex systems analysis to drive evaluation, strategy development, and organizational capacity assessment and development. Notable jobs include the Director of Evidence, Measurement and Evaluation for climate change at the Children’s Investment Fund Foundation (CIFF) and Senior M&E Advisor with the International Federation of Red Cross and Red Crescent Societies (IFRC). Scott has consulted with a variety of clients, including Climate Investment Funds, the Adaptation Fund, and the Adrienne Arsht-Rockefeller Foundation Resilience Center. He has authored numerous publications, delivered professional development training, and actively contributes to forums at the crossroads of evaluation, sustainable development, and transformational change. Currently he serves on the Board of Trustees for the International Evaluation Academy, the American Evaluation Association's International Working Group, and EvalSDGs. See www.ScottChaplowe.com
