Khalladi Wind Farm: Southern and Eastern Mediterranean Private Renewable Energy Framework (SPREF)
This case study dissects the barriers encountered and solutions realized in implementing the Khalladi Wind Farm project, a project supported by CIF’s Clean Technology Fund and the European Bank for Reconstruction and Development (EBRD). It examines the two-pronged upstream-policy and downstream-piloting approach to establishing a working model for private-to-private renewable energy capacity additions, and the onward liberalization of the Moroccan clean energy market. In doing so, the case study presents the processes, potential impediments, realized solutions and the related underlying economics, such as market fundamentals, costs, trade-offs, risks, and responsibilities, all associated with national-level energy transformations and energy market liberalization processes.
