STRENGTHENING WATER SECURITY IN HIGHLAND BOLIVIA:
This case study examines the Inter-American Development Bank’s (IDB) “Multipurpose Drinking Water Supply and Irrigation Project for the Municipalities of Pucarani, Batallas, and El Alto” in Bolivia, made possible through investments under CIF’s Pilot Program for Climate Resilience (PPCR). The study focuses on the delivery challenges that the project encountered during implementation between 2016 and 2024, including lack of consensus around water-sharing, legal framework related to stakeholder coordination, and information gaps. It highlights how Bolivia and the IDB addressed these challenges to ensure sustainable solutions, both infrastructural and social in nature. This includes sustained engagement with local communities to demonstrate the benefits of the project and build trust, coordination among government entities, and partnership with research institutions to collect improved data.
