TCLP Working Session #6: Signals as a Tool: Evaluating Transformational Change in CIF’s Resilience Programming

This Transformational Change Learning Partnership (TCLP) Working Session on July 18, 2024, focused on “Signals as a Tool: Evaluating Transformational Change in CIF's Resilience Programming”.

CIF has commissioned an independent evaluation of its Pilot Program for Climate Resilience (PPCR) to assess and learn from its resilience-building investments. The study, currently underway,  will also assess the extent to which PPCR has been transformational in delivering climate finance interventions.  Building on the TCLP’s conceptual work on how to evaluate transformational change, the independent evaluation team has developed a hypothesized “signals” framework to provide a theoretical basis for answering the question: What would we expect to see if progress toward transformational climate resilience was underway? This approach could be adapted for a range of evaluative activities and thus has applicability to many contexts beyond the work of the CIF.

During this session, the independent evaluation team presented the tools developed for identifying signals of transformational resilience-building in the PPCR evaluation. Jessica Kyle, who leads the study on behalf of ICF, introduced the transformational change framework and facilitated the discussion. She was joined by Dr. Laura Kuhl, also part of the evaluation team, who shared a few initial signals identified through the PPCR portfolio review.
