A key learning priority of the Climate Investment Funds’ (CIF) Evaluation and Learning Initiative, the Transformational Change Learning Partnership (TCLP) is a multidisciplinary, multistakeholder learning community seeking to deepen, advance, and promote the understanding and operationalization of transformational change in climate action. The urgency of the climate crisis demands change that is deep and lasting — a transformational change. It must address and balance diverse social and economic impacts to achieve net-zero greenhouse gas (GHG) emissions, as well as enhance resilience and adaptation to climate change in ways that are inclusive and equitable.
TCLP facilitates learning, global collaboration, and evidence-based analysis. The partnership is built on knowledge sharing and consultations with policymakers, evaluators, and other experts in climate action to develop concepts, methods, and metrics for transformational change.
According to TCLP, its working definition of transformational change in climate action is as follows:
“A fundamental change in systems relevant to climate action with large-scale positive impacts that shift and accelerate the trajectory of progress toward climate-neutral, inclusive, resilient, and sustainable development pathways.”
The TCLP has identified five dimensions that must be present for there to be confidence that the climate actions are transformational:
